The Ministry of Foreign Affairs in The Netherlands offers full fellowships to participate in the training courses Social Affairs & Employment and Local  Governance, organised by The Hague Academy for Local Governance. These training courses will be organised as part of the Shiraka programme for Arab Countries. This programme intends to support political development and to stimulate democratic transition in the Arab region.

Both training courses consist of two parts, the first part takes place in The Netherlands in 2016 and the second part in Tunisia in February 2017.

Social Affairs & Employment

  • Training dates: 21 – 29 November 2016 in The Netherlands and February 2017 in Tunisia
  • Eligible countries: Egypt, Jordan Libya, Morocco and Tunisia
  • Application deadline: 13 October 2016.

This course is designed for middle and senior civil servants and policy makers who are employed by a national ministry or subnational government in one of the eligible countries and who work in the field of social affairs and employment.

Local Governance

  • Training dates:  7 – 15 December 2016 in the Netherlands and February 2017 in Tunisia
  • Eligible countries: Algeria, Egypt, Jordan, Libya, Morocco and Tunisia
  • Application deadline: 23 October 2016.

This training is designed for middle and senior civil servants and policy makers at national ministries or sub-national government in one of the eligible countries and who are charged with the development and implementation of decentralisation policies.

Practical information

Each fellowship will cover the costs of international travel (economy), board and lodging, visa and insurance, tuition fees, lecture materials and excursions for part 1 (in The Netherlands) and part 2 (for both trainings in February in Tunisia) of the training programme. Applicants who have been awarded a place are expected to attend both part 1 and 2 of the training programme.

Key figures will be selected who are capable of delivering a valuable contribution to this process and distributing the newly gained knowledge and insights in their respective organisations. The maximum number of participants is 25. The total will represent a balance in the number of participants from the individual countries.

The course will be provided in English and simultaneous translation into Arabic.
