Introduction

Corruption is one of the root causes of poverty, conflict and state fragility. It undermines the states’ ability to effectively deliver services and maintain the rule of law, affects the business climate and stands in the way of sustainable economic and social development. Moreover, international research has repeatedly shown that marginalised people suffer the most from corruption.

This course explores the different drivers of corruption and their impact on development. We will discuss approaches to address these root causes and learn about international initiatives, legislation and agreements. Moreover, we will then focus on integrity policies that can prevent corruption by promoting a culture of integrity in public institutions and giving citizens the certainty that governments are working in their best interests. In addition, we will discuss various policy instruments such as a code of conduct and a whistleblower regulation. Lastly, in a workshop on integrity dilemmas, we will share experiences from the workplace.

Key Information

This course is aimed at professionals involved in anti-corruption, transparency and accountability processes concerning development and governance. Participants come from national, regional and local government, knowledge institutes, NGOs and donor and development organisations.

The course will take place in The Hague from 04 September 2023 to 15 September 2023. The deadline for applications is 28 July 2023. The scholarship application period is from 01 February 2023 to 12 March 2023.

The course fee is € 3,595. This includes all training related costs as well as drinks and warm lunches during the training days. Group discounts are available if you participate with three or more colleagues.

This training takes place in The Hague, Netherlands.

After this course, you will receive a professional certificate of completion from The Hague Academy for Local Governance.

Learning objectives

This course will help you:

Examine the cross-cutting nature of corruption and its impact on social and economic development and the rule of law;

Assess corruption vulnerabilities in governance institutions and processes;

Learn about innovative instruments related to integrity and anti-corruption, and analyse how these instruments can be employed to work in your organisation/country;

Engage with governments, civil society and private sector leaders to develop and implement integrity and anti-corruption policies and programmes with a view to achieving sustainable and equitable development;

Support integrity and anti-corruption initiatives and agencies in locally appropriate ways;

Learn from the experiences of the experts, as well as your fellow participants, and expand your professional network in the field of integrity and anti-corruption.

Gain insights into the important role of promoting integrity and eradicating corruption for the achievement of the SDGs;

Identify different challenges that the Covid-19 pandemic poses for preventing corruption and promoting integrity and look into ways to overcome these challenges.

Experience

You will visit Dutch institutions to learn how they try to promote accountability and respond to corruption cases. You will also gain insights into how Dutch municipalities use open data to guide policymaking and enhance accountability. Moreover, you will visit the Rijksrecherche (tbc), an independent body under the authority of the Public Prosecution Service, which helps to ensure public integrity by investigating alleged cases of criminal conduct within the government, such as fraud or bribery.

  • Payment

    After submitting your completed application, you will receive a confirmation of receipt. Once we have assessed your application and admitted you to the course, we will send you an invoice with payment details.

    Payments can be made by bank transfer or by PayPal request. We offer the option of paying in one or two instalments. An advance payment of 50% secures the reservation of a seat at the training until the payment deadline. Your participation in the course is guaranteed only after receipt of full payment.

    Please note that The Hague Academy accepts registrations on a first-paid, first-served policy.

  • Visa Applications

    Some countries require a visa to enter the Netherlands. Please check with The Netherlands or the embassy for the visa requirements related to your country. Because of the length of time needed for the visa procedure, we advise you to start this process as soon as possible. Once we have received your payment for the course, The Hague Academy will send you an acceptance letter which will assist you in arranging your visa to The Netherlands.

  • Cancellation

    Under certain circumstances, participants may need to cancel their participation in the course. For cancellations before the payment deadline, we will reimburse the paid amounts minus an administration fee of €150.

    To prevent late cancellation, we strongly encourage you to start with your visa application procedure at least six weeks before the start of the training programme.

    We will charge a cancellation fee of 50% of the course fee for participants cancelling between four and two weeks prior to the start of the training. If you cancel your participation within the two-week period before the start of the course, then you have to pay 80% of the course fee.

    It is always possible to nominate a suitably qualified candidate to replace you without extra charge, in the event that you cannot attend the course.

    The Hague Academy for Local Governance reserves the right to cancel a course if the number of participants is insufficient or due to any other unforeseen circumstances. In this case, your payment will be 100% reimbursed. Other costs such as transportation or hotel cannot be reimbursed.
