Shahenda supports the development and implementation of a variety of training programmes in the areas of e-governance, ecosystems for entrepreneurs, local economic development, and decentralisation, with a special focus on the MENA region. Before joining the Hague Academy for Local Governance, Shahenda worked with Global Partners Governance (GPG), a political consultancy firm based in the United Kingdom. She worked at their regional office in Cairo, where she acquired experience in strengthening institutions in Egypt. She is also well-acquainted with the private sector, having worked as a Senior Public Policy Analyst at LYNX Strategic Business Advisors. Shahenda holds a Joint MA in Public Policy with a focus on Political Economy and Development from Erasmus University Rotterdam (EUR) in the Netherlands, and from the Universitat Pompeu Fabra (UPF) in Spain. She also holds a BA in Political Science from Cairo University.
