Lars Burema is Head of Programmes and Deputy Director at The Hague Academy for Local Governance. He combines over 15 years of experience in governance, capacity development and organisational leadership with extensive expertise in designing and delivering learning programmes for public officials and development practitioners.
At The Hague Academy, Lars leads a multidisciplinary team of programme managers and contributes to the organisation’s strategic development, fundraising and learning innovation. He has designed and managed programmes in more than a dozen countries across Europe, the Middle East and Africa, working with national and local governments on topics such as decentralisation, citizen participation, public leadership, accountability, local governance and policy development. He also established The Hague Academy’s e-learning programme and regularly facilitates Training of Trainers courses.
Before joining The Hague Academy, Lars worked for the European Centre for Minority Issues in Kosovo, where he managed projects on decentralisation, minority rights and anti-discrimination, and conducted research on governance and inter-ethnic relations. He holds an MA in Conflict, Security and Development from King’s College London.
