
The programme “Financing Sustainable Urban Development in Uzbekistan” took place in 2022 in Tashkent. Staff members of the Asian Development Bank located in Uzbekistan as well as various stakeholders followed a tailor-made training in order to strengthen their knowledge and skills in financing sustainable urban development in Uzbekistan, with a focus on municipal finance, intergovernmental fiscal relations, local revenue mobilisation, capital investments, and the use of SMART technologies.
Participants examined global trends, challenges, and good practices, while comparing international experiences with the current municipal finance context in Uzbekistan.
The training combined expert input, interactive discussions, group work, and country case examples from Georgia, South Africa, and the Netherlands. It also explored practical options for improving local tax collection, enhancing intergovernmental fiscal transfers, mobilising capital investment, and using SMART technologies to increase transparency, citizen engagement, and revenue generation.
Overall, the programme supported dialogue between different levels of government and helped participants identify practical pathways for more sustainable, inclusive, and financially viable urban development.
