
The “Governors’ Leadership Programme on Local Governance and Development” took place in 2022 in Oman. The Governors of Oman and two Chairmen of Municipalities followed a tailor-made training where the main objective of this programme was to strengthen the leadership capabilities of Governors and senior municipal leaders in Oman to effectively steer decentralisation reforms, lead institutional transformation, and foster intergovernmental coordination in line with Oman’s Vision 2040.
The programme aimed to equip participants with strategic leadership tools, practical governance skills, and a collaborative mindset to manage change at the local and national level.
The primary beneficiaries were the 11 Governors of Oman and 2 Chairmen of Municipalities, all appointed by Royal Decree and responsible for regional development and service delivery. Indirect beneficiaries included regional staff and institutions working under their leadership. The programme was implemented in close cooperation with the Royal Academy of Management (RAM).
The Hague Academy for Local Governance designed and implemented a practice-oriented executive leadership programme, combining high-level training modules, coaching, and applied learning tailored to the context of Oman’s public sector. The programme consisted of three integrated Learning Units:
Each unit blended interactive sessions, case-based learning, and peer exchange. In addition to classroom components, all participants received individual coaching to support the application of lessons to real-world challenges. The content was tailored through continuous consultation with RAM and aligned with national strategic goals.
The programme also introduced practical tools for stakeholder analysis, policy coordination, citizen engagement, and service innovation—tools which participants adapted to their own governance contexts. Throughout the programme, THA coordinated a team of international and regional experts and ensured alignment with Oman’s governance reform agenda.
The programme achieved high satisfaction scores and was recognised by RAM and the participants for its quality, relevance, and impact. It enhanced the understanding of reform priorities, and improved capacity to lead within a transforming public administration.
