Cross-Border Democracy and Good Governance Exchange: Moldova–Netherlands (GEO CODEX)
Strengthening democracy and good governance in Moldova – that is the primary objective of the GEO CODEX project.
By improving transparent, evidence-based geospatial data management and governance, this cooperation between the Netherlands and Moldova aligns institutions with EU standards, and promotes civic engagement, builds trust between citizens and government and supports better public services.
GEO CODEX is a four-year programme, implemented by a consortium of partners.

The programme is funded by the Netherlands Ministry of Foreign Affairs.
Project Overview
The project focuses on Moldova’s governance systems through five key areas.
- Institutional strengthening: Enhancing the Agency for Geodesy, Cartography and Cadastre (AGCC), Republic of Moldova, and related bodies to manage geospatial data effectively and sustainably.
- Technical innovation: Defining localised EU-compliant standards, remote sensing usage, and digital platforms for better data use.
- Knowledge exchange: Promoting learning through Dutch–Moldovan exchanges, study visits, and training.
- Transparency and participation: Making data accessible for citizens, NGOs, and businesses to enhance trust.
- Regional cooperation: Aligning Moldova’s geospatial systems with European standards and fostering cross-border collaboration.

Proiectul include vizite de studiu, ateliere și activități de formare pentru îmbunătățirea guvernanței datelor și a serviciilor orientate către cetățeni.
