Tariff Modelling for Sustainable and Climate Smart Energy and Water Service Provision for All

The programme trained 40 participants, including 20 who were trained in Training of Trainers (ToT). They acquired the knowledge and skills to deliver training on tariff modeling for water and electricity services to staff from South African local authorities. The new trainers received support during the roll-out of two pilot trainings in preselected municipalities.

The participants represented the South African Local Government Association (SALGA), MISA (Municipal Infrastructure Support Agent), Department of Water and Sanitation and various municipalities such as Ngaka Modiri Molema and Collins Chabane.

The programme covered a range of critical topics, including understanding the global complexities of tariff settings for water, sanitation, and electricity in a changing resource environment, and the impact of climate change on water and energy resilience. Participants learned to contextualize local government capabilities in service delivery and cost recovery, and analyse consumer interests and usage with a gender perspective.

The curriculum included studying, applying, and testing tariff modeling for electricity and water services for cost recovery and climate adaptation. Additionally, it addressed funding strategies, mixed funding solutions, and differentiated tariffs to safeguard access for vulnerable groups.
