Training on Multilevel Governance and Pro-poor Local Development

The tailor-made training programme on “Training Multilevel governance and pro-poor local development” took place in 2022. Specifically, a group of senior officials from the Government of Balochistan (GoB), including members of the Provincial Assembly, the Planning & Development Department, the Local Government & Rural Development Department, the Balochistan Local Government Board, the Balochistan Rural Development Academy, and the Services & General Administration Department. In addition to members from the Balochistan Rural Support Programme (BRSP), the Rural Support Programme Network (RSPN), and the BRACE Technical Assistance (TA) Project, DAI visited the Netherlands, 26-30 September 2022 in The Hague, Rotterdam, and Amsterdam, with the objectives of:

  • Build the group cohesion of a selected key group of GoB Officials, who are relevant to design, adopt and implement the proposed Government of Balochistan Community Led Local Governance Policy (CLLG),
  • Enhance the technical understanding of the participants of global practices, theories and models of effective Community Led Development approaches and their integration in Local Governance systems,
  • Provide structured discussion opportunities, moderated by THA facilitators, to review as a group, the proposed GoB CLLG Policy,
  • Draft plans to, upon return, accelerate the GoB CLLG Policy reform processes,
  • Provide an opportunity to discuss the options/possibilities for twinning arrangements between THA and BRDA.

A five-day training course, including expert lectures, study visits, group discussions, and exercises, was implemented and delivered. The programme included sessions on the following topics:

  • Multi-level governance and poverty reduction, 
  • Participatory and inclusive governance,
  • Local economic and social development, 
  • Social accountability, and
  • Social protection.
