Scholarship opportunities

A number of different scholarship programmes are available for professionals who wish to attend one of our open subscription courses or tailor-made training programmes.

MENA Scholarship Programme (MSP)

The MENA Scholarship Programme aims to contribute to the societal development of the participating countries in the Middle East and North Africa region. It also seeks to build capacity within organisations by enabling employees to participate in short courses in various fields of study.

Application deadlines

Registration for scholarship applications is now possible. The application deadline is 7 October 2024.

Please note that there is an early-bird deadline for the current scholarship application round. Eligible candidates who submit their application before 9 September 2024 will benefit from our assessment and, if needed, will receive feedback to improve their application.

The following courses are eligible for the next scholarship application round:

  • Citizen Participation and Inclusive Governance
  • Inclusive Service Delivery & the SDGs
  • Urban Governance: Resilient and Smart Cities
  • Local Climate Response
  • Migration and Local Authorities

Eligibility for the MENA Scholarship Programme

  • You are a professional working in one of the eligible countries: Algeria, Egypt, Iran, Iraq, Jordan, Lebanon, Libya, Mauritania, Morocco, Oman and Tunisia.
  • You are 45 years old or younger on the application deadline, plus two weeks;
  • You are not employed by an organisation that has its own means of staff development. E.g. international development organisations or private companies;
  • You have a minimum of two years of work experience;
  • You speak and understand the English language well (all programmes are in English);
  • You have written support from your employer to participate in the programme and to implement the Back Home Action Plan.
  • You are working in one of the priority areas matching the thematic approach of the MENA Scholarship Programme in your country.

MSP programme

Orange Knowledge Programme (OKP)

The Orange Knowledge Programme is planned to end on 31 December 2024. Therefore, no OKP application rounds will be held in 2024.

Shiraka Training Programme (STP)

The Shiraka Training Programme (STP) is part of the Shiraka Programme, developed by the Ministry of Foreign Affairs. It supports societal development in the MENA region and consists of training courses focusing on governments’ public service delivery for citizens, involving civilians in this process. The Hague Academy develops and leads training programmes on various topics for the Shiraka programme. These programmes combine theory, practice and site visits.

Eligibility for the Shiraka training programme

  • You are a national of, and working in one of the following countries: Algeria, Egypt, Iraq, Jordan, Lebanon, Libya, Mauritania, Morocco, Oman, Palestinian Territories and Tunisia.
  • You are a civil servant. 
  • You have between five and ten years of relevant work experience.

Shiraka Programme

Reduced Course Fee for ODA-Recipient Countries

Are you a professional working in local government or for a local NGO, but are not eligible for a scholarship? Professionals working in local government or for local NGOs on the DAC list of ODA-recipient countries (OECD) may qualify for a reduced course fee. Contact us for details.
