Tools for Participatory Policy Making Zimbabwe 2015-2017

The overall objective of this 6 days course on participatory policy making in Zimbabwe and 3 days Training of Trainers was to increase the capacity of the local authorities and civil society organisations in the definition and implementation of public policies, i.e. in the field of participatory policy development. This would ultimately result in an increased participation of citizens in the policy making process in Zimbabwe. The activities conducted by The Hague Academy supported thirteen selected local authorities and a number of resident organisations. The activities were implemented in close cooperation with a local public policy expert. The Training of Trainers aimed to strengthen and polish the training development and facilitation skills of the twenty selected representatives from CSOs, so that they would be able to conduct the training on participatory policy making for other citizen representatives. The Hague Academy provided further assistance in developing a handbook on participatory policy making. The programme ran between August 2015 and January 2017.

Objectives:

  1. Increase the capacity of the local authorities and civil society organisations in the definition and implementation of public policies
  2. Strengthen and polish the training development and facilitation skills of the twenty selected representatives from CSOs
  3. Provide further assistance in developing a handbook on participatory policy making

Deliverables/Outcomes:

  • Developed tools for participatory policy-making for Zimbabwean local authorities
  • Trained pilot local authorities in participatory policy development & participatory tools
  • Identified the training needs of the selected civil society representative groups on participatory policy-making, lobby & advocacy and social accountability
  • Trained selected civil society representative groups on the participatory policy-making tools and social accountability & community engagement in general (Training of Trainers)
