Motivated by the vision of His Majesty the King of Jordan to strengthen democratic governance in the Kingdom, the Jordanian Ministry of Interior (MoI) and UNDP initiated a University Programme on Local Development and Administration. The Hague Academy was assigned to coordinate the development of this academic programme, in close cooperation with national and international universities, the Ministry of Interior and other relevant Ministries in Jordan. 40 scholarships were provided to fully cover the tuition fees of the entire academic degree.

The curriculum combines the latest international and national thinking on Local Development & Administration and includes international cases and comparative aspects, relevant to the national contexts of the MENA region and Jordan in particular. To achieve this, the following activities were implemented:
