Boost Your Skills for Public Sector Leadership 

What skills are needed to be successful in the public sector? Public professionals often work in complex environments where they need to coordinate with others, manage competing interests, and communicate difficult decisions. In these situations, skills such as leadership, facilitation, negotiation, and change management are just as important as technical expertise.

This became clear during the training programme “Career Development Support for Women Judges in Algeria” developed by The Hague Academy for UNDP Algeria for Algerian female judges on judicial communication, leadership, court and conflict management. In their work, they may need to explain complex decisions, respond to public or media attention, manage professional relationships within courts, and deal with conflict. For them, it was very clear that to be successful as a judge takes more than just legal expertise.

The one hundred and one participants worked with practical situations from their own professional environment. They explored how to communicate clearly with external audiences while protecting judicial independence and professionalism. They also practised approaches to negotiation, conflict resolution, and cooperation within judicial institutions.

Skills need to be practised

The Hague Academy integrates skills development into its thematic training programmes, for this reason. Participants do not only discuss examples of good governance; they practise how to incorporate innovative models and frameworks in their daily work.

Training methods include simulations, role plays, case studies, peer feedback, and group exercises. These formats allow participants to test different approaches, reflect on their own behaviour, and learn from colleagues working in similar environments.

Alongside these integrated skills sessions in tailor-made training programmes such as the one developed for Algerian female judges, The Hague Academy offers three dedicated skills courses:

• Training of Trainersfocuses on how to design and facilitate effective learning in international and culturally diverse settings. Participants practise methods such as experiential learning, role play, peer coaching and group work, while learning how to manage group dynamics and difficult conversations.

• Project Management in the Public Sectorhelps participants structure and manage projects in complex public-sector environments. They work with tools for stakeholder analysis, risk management, team coordination and monitoring, using a project from their own organisation throughout the course.

• Leadership focuses on the personal and professional skills needed to guide teams, communicate clearly, manage change, and make decisions in demanding institutional environments.

What makes these courses unique is their emphasis on how the skills learned can directly be applied in daily work.

Training connected to real life situations

Skills training is most useful when it responds to the situations professionals actually face. For the programme the Algerian judges followed, this meant connecting leadership to judicial responsibility, public communication and the daily management of professional relationships.
