Inclusive Local Economic Development (Online)


Cities and villages around the world seek to strengthen their economy, create jobs for their citizens and reduce inequalities. Through Local Economic Development (LED)-frameworks, local authorities can strengthen their capacity to make optimal use of the existing and potential characteristics of the area.

This practice-oriented and interactive online course explores strategies and tools for local authorities to promote sustainable and inclusive economic growth and job creation. It will provide participants with the knowledge and skills to assess their local economic environment and design an effective local economic development strategy in an inclusive manner.

Unlike most e-courses, this hands-on, facilitated course will apply problem–based and collaborative learning methods. You will have plenty of space to interact with the trainers and with other participants, working together to solve practical assignments. Moreover, you will receive personal feedback on assignments, adapted to your context and role.

Key Information

This course is aimed at professionals involved in local economic development processes, including officials working for municipalities, regional governments, and ministries, as well as development banks and development workers.

The course will take place from 25 October to 30 November 2022. The application deadline is 25 September 2022 and the early-bird deadline is 30 June 2022. 

The course fee is € 795. The early-bird fee (before 30 June 2022) is € 695. Group discounts are available if you participate with three or more colleagues.

This training takes place online.

After this course, you will receive a professional certificate of completion from The Hague Academy for Local Governance.

Learning objectives

This course will help you:

Assess the economic and political context for local development;

Identify challenges and opportunities for strengthening the local economy and job creation together with stakeholders at the local, regional and national level;

Develop approaches for strategic local economic planning;

Become acquainted with practical tools for supporting the local economy.


This programme will go beyond the traditional online course. We will combine presentations from experts with individual assignments, group work, games, video tours/study visits, individual coaching and live events. Our trainers put a lot of effort into designing scripted content and delivering intensive e-facilitation, making sure each participant stays engaged from start to end and creating an optimal learning impact.

Most of the course will take an asynchronous approach, meaning that you will not often have to log in at set times – which can be difficult due to time differences – but can complete the coursework at times convenient to you. The course will have a duration of six weeks, with a four to six-hour workload per week. We will hold one live session per week. The time will be previously communicated to you, so you can arrange your schedule in advance. The space is limited to 25 participants. We will accept applications on a first-come, first-served basis.

  • Payment

    After submitting your completed application, you will receive a confirmation of receipt. Once we have assessed your application and admitted you to the course, we will send you an invoice with payment details.

    Payments can be made by bank transfer or by PayPal request. We offer the option of paying in one or two instalments. An advance payment of 50% secures the reservation of a seat at the training until the payment deadline. Your participation in the course is guaranteed only after receipt of full payment.

    Please note that The Hague Academy accepts registrations on a first-paid, first-served policy.

  • Cancellation

    Under certain circumstances, participants may need to cancel their participation in the course. For cancellations before the payment deadline, we will reimburse the paid amounts minus an administration fee of €150.

    If you cancel your participation within the one-week period before the start of the course, then you have to pay 50% of the course fee.

    It is always possible to nominate a suitably qualified candidate to replace you without extra charge, in the event that you cannot attend the course.

    The Hague Academy for Local Governance reserves the right to cancel a course if the number of participants is insufficient or due to any other unforeseen circumstances. In this case, your payment will be 100% reimbursed. Other associated costs cannot be reimbursed.
